Allow manual sorting for country dropdown (and allow "mass enable" of countries when editing the SDF)

1) Allow manual sorting of countries so preferred country (or countries) could appear at the top of the front-end form.

2) Have a way to mass enable all countries in the "System Defined Field" (guessing there are other fields that could benefit from this too). So user doesn't have to individually click 238 countries to enable them.

    Did you know you can set a default country on your DIY forms.  This would help make sure the country that you wanted was the the top one on the list.

    OK - Support said we couldn't manually sort countries, but turns out you can just click/drag the country you want to move. So that's good!
