When go to the report edit page and then want to run the report, you have
to click on "Save and Run Report" but if you didn't or hadn't meant to change
anything, you don't want to save. Should just be able to hit "Run Report"

When a report is designated read only, and you view the report without making changes,
the system still asks you if you want to "save your changes even though the report is read only"
