Limit use of promo codes to customer based on more than date only.

If a customer knows the promo code they can currently use it at any time. Meaning, if the discount is for a specific purpose, like a %off for three or more items purchased, they enter the promo code and get a discount for all three instead of the third purchase only. Promo codes need to be dynamic. Entering a promo code should be based on more than a date range.
