allow DIY form that creates journal entry without payment transactions

RSVP online through DIY forms for events that don't have an entry fee.  Allows us to capture contact information!

      Completely agree. Also need option for free ticket option or optional donation for ticket. Because of eTap limitations and too much required information, I have to use Eventbrite or Smartsheet for events
