When you're looking at a donor account, there should be a Quick Action button to create an annual statement (Communication) for a selected group of transactions (probably by date range).
When a donor calls me and asks for an annual statement, I have to first go create a custom query just for that account. Then run a report using that custom query.
Instead, on the Account page, there should be a button to "create a statement", let you choose the date range, and let you choose the (pre-saved) form to use.
