Contact journal entries should be generated when mass email goes out so that unsuccessful deliveries do not get a journal entry.

When we do a mass email with journal contact selected, a journal entry is made in the failed constituent’s accounts. So now it appears that constituents got the email when they did not. It would make more sense to create a contact journal entry for only the successful mailings. Also create a contact journal entry in the failed constituents noting the failure.
