Allow deletion of Fund, Approach and Campaign if they are not used at all

Often times new Fund, Approach and Campaigns are added but never used. It would make sense to allow admins to delete these ghost codes instead of only being able to disable them. This would make the list cleaner and up to date.

    It is a complete nuisance dealing with all the old disabled pieces. Deletion should be permitted once all records are scrubbed of the bad data. We inherited so much garbage (excessive disabled items) from the first crew as they didn't have time to understand all the ins and outs of eTap and just put things in willy-nilly places since they didn't have the time to properly train which is the case with SO many small nonprofits. Y'all need a better way of stewarding data so everything isn't quite so permanent.
