How to make persona fields required in eTapestry

You can mark persona fields as required fields during data entry. When a field is required on a screen, users cannot save that screen until that field has been completed. 

Requiring persona fields is an organization-wide preference in the database. This is only required when United States is selected as the country - Please can you make this a requirement when other countries are also selected?
